Put the cursor above the graphical object (in such a way that
it becomes selected, i.e. with blue dots or squares showing
the control points), then use Home, End, PgUp, PgDwn to move
across layers (this feature is gonna to be extended, but currently,
one can already use it for changing the z-level of the objects).

for a more extended documentation (although not complete) about
the graphical editor of TeXmacs (this is only a tutorial). Docs
about this is to be improved over the next months.

To my knowledge, indeed, one cannot directly include fig files
inside TeXmacs documents.
