Have you checked that you installed transfig? TeXmacs needs the converters from this package.

I tried to include some simple graphics into a document and ran into
some problems:
1) Using the internal "draw image" function I could not find a way to
reproducibly move element (filled polygons, e.g.) from "foreground" to
"background" and vice versa. As the documentation for the drawing
functions is rather sparse, I finally gave up.
2) Then I started xfig (3.2.4), created a little image, saved it and
tried to load it into TeXmacs. All I get is a red question mark. I can
then create a preview file: still the red question mark. Export to pdf:
red question mark again. So I have to convert the fig file externally to
eps to get a picture. (Ironically, every other image format as gif, eps,
jpg works).
All this is on Linux (Fedora 4) using TeXmacs 1.0.6.6.
Have you checked that you installed transfig? TeXmacs needs the converters from this package.
