Similar problems happen inside tables and various
other kinds of items containing texts.

A solution which works is to turn the hyphenation
on for a cell inside the table. Then, underlines
become visible for the text inside this cell.

Conclusion: embedding your underlined text inside
a 1x1 table with hyphenation enabled should solve
your problem (although it remains to be tested).
