The binary version is available here:

http://www.texmacs.org/tmweb/download/unix.en.html

You want the most recent version (IMHO the last stable version should be 
removed. Alternatively, we need a new stable version now).

Just follow the steps that appear in that webpage.

This are the lines I added to my .bashrc file:

export TEXMACS_PATH=/home/javier/TeXmacs-1.0.6.14-static-gnu-linux
export PATH=$TEXMACS_PATH/bin:$PATH

It's really easy and the best way to use the latest version in Ubuntu without 
the need of compiling anything,
