It should be runnable form any location. It is a kind of hack since when you run the application you will see an Icon in the Dock but the X11 window is not related to this icon in the sense that clicking on the icon or selecting it with the task switcher does not take you to the TeXmacs window which is a regular X11 window (and thus managed by the X11 server). But dropping files on the icon should open them in TeXmacs and also .tm files are properly recognized as TeXmacs files.
