You should probably carry out this project on the upcoming QT port (see the svn sources), and discuss the details on the development list.

TeXmacs requires GMP -- the GNU Multiple Precision Arithmetic library.
See <http://gmplib.org/> for more information, and
<http://www.cs.nyu.edu/exact/core/gmp/> for instructions on compiling
it with Visual Studio.

You might find that using MSYS, as the TeXmacs documentation
recommends, is much simpler. ; )
