Hi Kamal,

Why don't you just follow the instructions at 
http://www.texmacs.org/tmweb/download/windows.en.html  ? (Section 
1.Installation of TeXmacs and its steps 1. 2. and 3.). I did this about a 
week ago and had no problems on a Win XP machine.
