I think I know why you have this problem.
Make sure that you do not have a "/" by the end of your TEXMACS_PATH variable.

Correct:
export TEXMACS_PATH=/home/yourname/local

Incorrect:
export TEXMACS_PATH=/home/yourname/local/

I had the problem you mentioned because of this.
