This is done by your OS, not by TeXmacs. If you are using Linux, you can edit /etc/X11/xorg.conf which contains, in particular, all information about your screens. If you set both origins to 0, 0, and sizes of both screens to be the same, then the projector and your screen will show identical pictures (you should find a geometry supported both by your laptop screen and by your projector. For example, the native resolution of my eeePC screen is 1024x600, but it seems no projector can support it; I have to switch to 800x600, supported by both my laptop and a projector).
