I looked into the code and the negation is produced by a special markup which
is not possible to extend easily to deal with the bar in the other direction
(you have to modify the C++ code). So in short: it is not possible. However
you can superpose in TeXmacs any kind of text on other text so you can try to
simulate this with a graphics superposed to your square root….
