Which system do you have?
Which keyboard layout?

If in Linux:
run TeXmacs in a terminal
Go to tools->Debugging
and then to Debugging->Keyboard

and see in the terminal if TeXmacs is registring correctly your keystrokes.

As a way to check, try to select the english keyboard layout in your
system, and then type <escape> < ' > < a> and see if texmacs writes an
á.
