The problem here is that a bold variant of the typewriter font doesn't exist in the original Computer Modern family. The observed behavior is that bold typewriter and non-bold typewriter look the same. This is actually the default behavior in latex as well.

Anyhow, in TeX/LaTeX, you can try the ucrb8a.{tfm,pfa,pfb} font. URW Courier bold. It should be possible to define this somewhere in the Scheme font files that TeXmacs uses.I have 3 ways to do it in latex but texmacs font handling is still a bit of an enigma to me.
