If you want to compile it, imho you should take the most recent version
here :
http://www.texmacs.org/Download/ftp/tmftp/generic/TeXmacs-1.0.7.15-x11-i386-pc-linux-gnu.tar.gz

Anyway, imho you could/should download the last .deb from Ubuntu
servers and install them usign 
$ sudo dpkg -i the_package.deb

They are here :

http://packages.ubuntu.com/quantal/texmacs
