This is the all-in-one TeXmacs-1.99.1 for Windows users. It was tested on  Windows Vista.

It can be downloaded from 

Extract it and get the following files and directory:

pp/

    Maxima-5.27.0/

    TeXmacs/

    portable.bat

    cal7.tm

    cal8.tm

portable.bat is the file to startup TeXmacs, cal7.tm and cal8.tm are two demo files which includes some session about external program plugins, Python, Maxima, Sage.

Only maxima plugin works in Window system.
