Strange. alt-shift-v and alt-s work for me in Linux Mint that is based on
ubuntu 14.04 (alt-shift-s doesn't work, though). One possible difference is
the desktop (Mate for me, presumably Unity for you). An other possible
difference is that I compiled texmacs myself, but I doubt it would make a
difference...

I have no idea about windows 8.x., but it's true that in win Xp,
alt-shortcuts do not work (alt-f, alt-s,...), even when compiled yourself!

You can figure if texmacs receives correctly your keypresses by enabling
keyboard debug: menu Tool->debugging tool and then menu Debug->Keyboard.
You'll get Texmacs interpretation of the keystrokes received on the console
(you should start texmacs from the console in ubuntu. This won't work in
windows, since the console is not enabled unless you compile yourself with
an option set for it).

In Mint, Alt-shif-s gives "unrecognized key A-S. Undefined shortcut or key
missing in the encoding files" while Alt-s gives " A-s -> A-s -> A-s" and
shows a square root. In win xp it seems alt modifiers are never seen by
texmacs: pressing aft-s yields " s -> s -> s" and simply shows s. So it
seems that the alt- key never reaches Texmacs. No idea why.
