I think i can help you with a few of your questions,
because me too needed some of them.

Hmm, i suppose you will have to write some macro code direct into your
document via *Document->Edit Source tree.*
It may be just one or 2 lines but i'm not that good at it.

A (perhapse) dirty but working trick:

*Format->Footer->This page footer*

A little blue <set-this-page-footer|> Objekt appaers in your Document.
If you just press enter (activate this 'code' with nothing as argument)
the footer of this page disapears.

There also exist a few other footer setiing utilities (odd page footer,
aeven page etc.) perhaps these helf for setting on all pages, you have
to try a bit, i doesn't use these a lot.

> -double spacing
If you mean the space between 2 lines theres a option for it
in the menu:
## Texmacs 1.9x
*Document-> Paragraph *
(new window opens): *"Interline Space"*
## Texmacs 1.07
*Document-> Paragraph-> Spacing*

The length value you enter there is measured in one of these units:
http://www.texmacs.org/tmdoc/devel/format/basics/lengths.en.html
It is recommended to use fn and just double the value.

No direct solution but some tipps to fight with it:
If you use *Document->View->Page Layout->Margins as on paper*
the page is displayed in the same format as it will be printed, perhaps
this helps for setting image sizes.
