This kind of bad page breaking issue arises when texmacs has trouble
fullfiling requirements of its layout algorithm ( avoiding ophan lines,
keeping paragraphs together etc.) while trying to place a "big" object such as
a table or a figure. Normally you can fix this kind of problem by
encapsulating the "big" object in a <float> tag (insert->note->floating image
-- that menu item is located strangely!). I tested thus fix on your file and
it works.
Also note that your image size is defined in "pixels" which it makes it not
wysiwig: the layout will differ on-screen and on paper (or in pdf) because of
that. Use a physical unit instead (cm, pt, in, ...).
