Unfortunately, Gnuplot does not current work withe TeXmacs. I don't think it ever has. You can install maxima, do a plot which comes up as a separate window, then save it or copy and paste it into texmacs. That is not much more convenient than just running your plot program standalone.
If you do want the install Maxima to work in Texmacs, see my instructions at https://drive.google.com/open?id=1pgQijbWXLbLepcb3lfOit9IhBQklH92gBaN5ycRMl30. They are a little outdated, but I think they still work.

My guess is that some external software has to be installed and the appropiate
config manipulation is required.
I have tried with gnuplot installed and the adress inside config file point to
gnuplot.exe. But it keeps not working. I had expectatios that the new version
would solve the issue but still not working
I am using windows 10
I have also installed ghostcript, imagemagik....
Is there anyone managing to use this function in windows? Any suggestion?
The debugg shows
