It does not work if I launch from a command prompt. The problem seems to be it tries to launch 'tm_gnuplot --texmacs" which is a bash script. Maxima launches a window .bat file.  I can run it from a Cygwin Terminal, and I don't get the busy, but I don't get a plot either (some ramdrive error). The Cygwin version is not kept up to date anyway. Latest version is 1.99.2. 

I just thought of something though. I heard an announcement that the latest version of Windows 10 has a bash shell. I wonder if we can make it work with that?

On Windows, I cannot help you much. Does Gnuplot work for you by itself? If so, try to run texmacs from the command line. (I guess there is cygwin or something similar?) I am suggesting this since on OS X I had trouble running Mathematica sessions (the session displayd a “busy” message which you are also reporting for gnuplot). What helped in my case was to run TexMacs from a terminal, in which case the Mathematica plugin worked (it was suggested here on the mailing list that perhaps some environment variables were different when running TeXmacs from GUI). 

Not sure if that makes any difference in your case, but you can try.

Unfortunately, Gnuplot does not current work withe TeXmacs. I don't think it ever has. You can install maxima, do a plot which comes up as a separate window, then save it or copy and paste it into texmacs. That is not much more convenient than just running your plot program standalone. 

If you do want the install Maxima to work in Texmacs, see my instructions at https://drive.google.com/open?id=1pgQijbWXLbLepcb3lfOit9IhBQklH92gBaN5ycRMl30. They  are a little outdated, but I think they still work.
