Hello, the cache files are in a hidden directory
User\yourname\appdata\roaming\texmacs
Remove some files, even the whole
It worled for me as i had the same pb.

TeXmacs keeps various caches and user files, sometimes is useful to cancel them, especially if they come from previous installations. I’m not sure where they are located in Windows.

I want to add to Johann's email (which I neglected in my original):  I also had administrator privilege when installing TeXmacs.

I made a new installation after deleting the directory of old installation and usage of admin rights now. Now it works properly.

I try to install your texmacs version but I obtain the same error.
In particular, when I try to open it the windows remain locked in this condition

At risk of sounding like a troll (as I posted this a few weeks back) 

I install TeXmacs on my Windows 10/64-bit with the installer provided by ``slophil'' at github:   https://github.com/slowphil/mingw-w64-texmacs/releases/tag/svn10980+extras.

I've had no problems with it.

It would help if you would identify which installer you are using and describe exactly what is failing and the symptoms.
