I use bionic and texmacs, on w7/w10 I stopped because I couldn't get it working with plugins. Karl M. Hegbloom version http://texmacs-users.texmacs.narkive.com/6aP4LcyN/ubuntu-build-of-recent-texmacs-available-to-try

TeXmacs is a clever software project. I have
used it quite a bit in the past. There are some problems
however.
First, I have installed TeXmacs on MS
Windows in the past. But, I now have Windows 10 and I
tried to install TeXmacs using the download of the current
Windows installer and it locked up the first time I used
it and I had to kill the process to end it. Subsequent
attempts to start the program failed so I removed it and
reinstalled the program only to have the same result.
Second, in the past when I was able to get
TeXmacs installed on Windows, configuring any plug-in
session programs like Maxima and Octave is not a trivial
process. As I recall there may be some help on this either
on the TeXmacs website or on a user support forum. But it
requires user configuration actions to set up environment
variables and so forth.
Third, TeXmacs seems to work best on Linux
distributions. I use a virtual machine with Virtual Box on
my Windows system instead of a dedicated Linux partition.
I use Lubunbtu which is a version of Ubuntu. However,
there are a couple of issues there also. It may be
necessary to use super user to edit some TexMacs
configuration files in order to get Octave to work
properly as a session in TeXmacs. I had to do the same
work around every time I installed a new version. You may
also find that there are similar issues with other
plug-ins as the support is quite unpredictable and seems
to come and go with time. Worse however is the fact that
recent Linux distributions seem to have dropped TeXmacs as
a package due to dependencies on other packages used by
TexMacs but the dependency versions are no longer included
or supported by the Linux distribution. This means that
TeXmacs will have to be modified in order to accomodate
the currently supported dependencies or some other
workaround devised.
I wish I had better news for you on this.
Maybe someone involved in the TeXmacs project can provide
some insight into how these issues are being resolved.
Best wishes.

Dear all,
I try to create a session into texmacs.
I have already install octave and maxima in my pc
but in INSERT-SESSION these software are not
present.
How can I set it?
Best regards
