Dear all,
the things I write here may be clear to all or not, I list them as I
think it is helpful. Corrections are welcome.
In order to do the first step and go to the next stage, the proposal
needs 40 "upvoted questions". Given that the mailing list's archives
contains many questions that would be on-topic for the SE site too, the
easy way to get the questions is look through the archives, pick up
sensible questions, and post them on the
https://area51.stackexchange.com/proposals/121978/texmacs page. Since
the TeXmacs community is rather small, each contribution is very helpful
and hopefully it takes just a little time to find the right questions in
the archive. And for the moment no-one needs to answer them :-)
Then upvote questions which do not yet have the 10 necessary votes and
also are sensible (it is strategic to vote only questions that have not
yet received the 10 "upvotes" - "downvotes" as each person has only 5
votes at their disposal!).
I looked at the further steps and if I understood well towards the end
of the approval process it will be necessary to have the support of
users which have a reputation of at least 200 on another SE section
(which takes a bit of time and work to achieve). That is a bit a
double-edged thing IMHO because it "strongly encourages" people to get
active on SE which could be, let us say, interpreted in different ways
(I am not going to go into the details as they are quite off-topic for
this mailing list). I any case one could deal with this when the
proposal has reached that stage.
Finally, if anyone has enough reputation to post a comment here

telling that there is a proposal for a TeXmacs SE site, that could also
help (I am not going to be able to reach 50 reputation there!).
