if someone is able to answer this question

which has been asked yesterday, the answer could be a good occasion to 
write too that there is a proposal, that the question fits (it would be 
te 40th) and that a few votes are helpful.


The answer itself would be also interesting as I did not myself figure 
out how to do what the OP asks (neither invested time in figuring out 
how to do it) that is how to run Octave inside TeXmacs on Windows.
