I installed TeXmacs on Ubuntu 18.04 (LTS) using the generic binary 
package at https://www.texmacs.org/tmweb/download/unix.en.html.

I put the commands suggested in the download page

export TEXMACS_PATH=[installation directory]
export PATH=$TEXMACS_PATH/bin:$PATH

inside a text file named texmacs.sh that I placed in the /etc/profile.d 
directory (need administrative rights for that).

After which, I start texmacs by typing texmacs & in a terminal window.

Please let me know if that works for you.
