Probably the cache files TeXmacs use have been corrupted, blocking the
booting of the program. I’m not sure where the files are stored in Windows,
they should be in some places where usually preferences or user-profiles are
stored. Reinstalling the program will not change the issue since these files
are stored on a per-user basis. You can remove them and the program should
restart just fine.
