As alternatives:

I made an Appimage that contains everything needed and which works well on all
machines where I could test it. Get it from
https://download.opensuse.org/repositories/home:/slowphil:/texmacs-devel/AppImage/

Download the file texmacs-XXXX.Appimage, make it executable and you're up and
running.

You can check that nothing nasty goes into this Appimage by inspecting the
build instructions here:
https://build.opensuse.org/package/show/home:slowphil:texmacs-devel/texmacs
(check the appimage.yml file)

I've also made deb packages for Ubuntu 18.04 which AFAIU is the base for Mint
19. You can get them from :
https://software.opensuse.org/download.html?project=home:slowphil:texmacs-devel&package=texmacs

(if you prefer not to add the repository, you also need to get guile-1.8 from
https://software.opensuse.org/download.html?project=home:slowphil:texmacs-devel&package=guile-1.8
-- Maybe that all what is needed to run the offical deb. I haven't tested)
