Peer review mode would facilitate whatever work is required from conference/journal reviewers.

It could have general features such as easy annotation of the paper without accidentally making changes to the content of the paper.

It could have features specific to a conference/journal that allow you to rate the paper in various ways within the paper using TeXmacs.

And when discussing a paper with the program committee, a presentation mode could allow each reviewer of the paper to highlight various aspects of the paper from within the paper using TeXmacs.

The idea is to have a “peer review mode” designed specifically to allow people to review a paper in TeXmacs format from within TeXmacs.

In this way, you would encourage conferences and journals to consider accepting papers in TeXmacs format.

And maybe some conferences/journals will only accept TeXmacs format as it would be required for their peer review process.
