Not really easy. it depends on the ubuntu version, now they block apt 
repos.With 20.04.2 there is not problem, use gdebi texmacs name deb, it 
will find the necessary libs which are mostly the problem.

Usually gdebi si installed othewise do sudo apt install gdebi

in shell type gdebi it will answer you if installed
