Not really easy. it depends on the ubuntu version, now they block apt repos.With 20.04.2 there is not problem, use gdebi texmacs name deb, it will find the necessary libs which are mostly the problem.

Usually gdebi si installed othewise do sudo apt install gdebi
in shell type gdebi it will answer you if installed

It is much more pleasant to add the APT repo anyway.

but you should not type the asterisk, when you get to "2.1" just use tab to autocomplete the file name (or just write the full file name, which if I remember correctly is TeXmacs-2.1-amd64.deb

$ sudo dpkg -i TeXmacs-2.1-*.deb
and installing in this way, you cannot get automatic updates, so it is better to pursue http://texmacs.org/tmweb/download/linux-repos.en.html#ubuntu

I don't know what instruction you are looking at. It should be something like http://texmacs.org/tmweb/download/linux-repos.en.html#ubuntu if you are using Ubuntu.
