Thanks. I found an easier way though. Right-click on a previously unselected  file or folder in the TeXmacs file dialog box and you get an options to "Show Hidden Files'.

Type .Texmacs in the dialog, it will open the hidden directory, then go up in the directory hierarchy. The directory .Texmacs then appears in the list. You can now move it to the "favorite list" on the left.

On the Cygwin installation, the dialog will not the ".TeXmacs"
directory. Using bash I confirm the directory exists.

as workaround save as ".TeXmacs/yourfile.ts"

It will put it inside the "./Texmacs"
