I tried the following which seems much more easy

is it a wrong way ?


Ubuntu

In order to install TeXmacs, please follow the steps below:

  1. Download the latest version that corresponds to your version of Ubunu and your processor:

    • TeXmacs package for xUbuntu_12.04 with a 32 bits Intel/AMD processor

    • TeXmacs package for xUbuntu_12.04 with a 64 bits Intel/AMD processor

    • TeXmacs package for xUbuntu_14.04 with a 32 bits Intel/AMD processor

    • TeXmacs package for xUbuntu_14.04 with a 64 bits Intel/AMD processor

    • TeXmacs package for xUbuntu_16.04 with a 32 bits Intel/AMD processor

    • TeXmacs package for xUbuntu_16.04 with a 64 bits Intel/AMD processor

    • TeXmacs package for xUbuntu_16.10 with a 32 bits Intel/AMD processor

    • TeXmacs package for xUbuntu_16.10 with a 64 bits Intel/AMD processor

    • TeXmacs package for xUbuntu_17.04 with a 32 bits Intel/AMD processor

    • TeXmacs package for xUbuntu_17.04 with a 64 bits Intel/AMD processor

  2. As root, install the package using 

    sudo apt-get install TeXmacs-2.1-*.deb

I don't know what instruction you are looking at. It should be something like http://texmacs.org/tmweb/download/linux-repos.en.html#ubuntu if you are using Ubuntu.
