This does not seem to be correct. You should instead run
$ sudo dpkg -i TeXmacs-2.1-*.deb
and installing in this way, you cannot get automatic updates, so it is better
to pursue http://texmacs.org/tmweb/download/linux-repos.en.html#ubuntu
It is then web maintainer's work to correct this. Thanks for the report.

sudo apt-get install TeXmacs-2.1-*.deb

I don't know what instruction you are looking at. It should be something like
http://texmacs.org/tmweb/download/linux-repos.en.html#ubuntu if you are using
Ubuntu.
