I think that it is the same difference as
it exists between \pagebreak and \newpage
in LaTeX; roughly speeking \newpage is
mandatory and \pagebreak is context sensitive
(page break is translated in \pagebreak
and new page in \newpage in the correspondant
LaTeX file).
There is some documentation in the paragraph 6.2.3
of the dvi documentation: "page breaking" or (the same)
in the online documentation "Advanced features of GNU TeXmacs".
Of course some examples in the TeXmacs Tutorial
would be of great interest, but TeXmacs is young.
