I compiled the official TeXmacs distro with make STATIC_TEXMACS. DLL's are (AFAIK) as yet unsupported due to Cygwin/Win32 issues.

I haven't had a chance to play with David's build system, but will ASAP...

You may try to build an alternate target. For example you may try
make MIXED_TEXMACS CXXFLAGS="-O3 -fexpensive-optimizations
-fno-exceptions"

I cannot tell more about the official distribution, but I tested the new
build system to work under Cygwin. You can get it at:
http://ddaa10.free.fr/texmacs/patch/1.0.0.5/TeXmacs-1.0.0.5-nogencc-11.tar.gz

If that does not work, it will become my problem.

That branch should be merged with the mainline in the next unstable
release, and I personnaly use it all the time without problem. So you can
be rather confident with it; I mean as confident as with any unstable
TeXmacs release, which are pretty high quality by the standard of
unstable versions.
