If so, it coincides with windows 1251, since:
koi8: "Дятел"
Convert this *from* cp1251 *to* koi8: "дСФЕМ"
And this is exactly how it looks when imported into TeXmacs.

Moreover, the encoding of saved files is also cp1251. I can read it's
content only when I convert it from cp1251 to koi8.

The russian filenames in TeXmacs dialogs are also have cp1251 to koi8
conversion applied, i.e. I see "дСФЕМ" instead of "Дятел" in file selection
box.
