Conversion LaTeX -> TeXmacs for non-latin-alphabet languages is completely
broken, because \usepackage[foo]{inputenc} is ignored. Conversion TeXmacs
-> Latex is semi-broken, because the produced LaTeX file can be consumed
by LaTeX and produce correct results (modulo possible defects of the
conversion), but this LaTeX file cannot be easily viewed or edited.
Internally, TeXmacs uses the standard LaTeX encodings: T1 for latin and
T2A for Cyrillic. T2A coincides with cp1251 for Russian letters, except yo
and YO. This is not very important, if you use TeXmacs for the whole cycle
- composing your documents, viewing and printing. TeXmacs can do
spellchecking with Russian ispell or aspell - it transforms words to
koi8-r when sending them to the spellchecker, and transforms the replies
back to T2A.
However, document exchange with the LaTeX world is difficult. Here is what
you can do.
Recode your LaTeX file to T2A (or to cp1251, if you don't use yo and TO).
Change the \usepackage[koi8-r]{inputenc} line accordingly (this does not
mattet for TeXmacs, but then you'll be able to run latex on your file).
Then import the file into TeXmacs, edit it to your hart's content, and
save as a TeXmacs file.

You can do
cpp -k2l oldfile newfile
to convert a koi8-r file to the LaTeX T2A encoding.
There are a lot of other ways to do this.
