You cannot.

You can do it but it's tricky.
Step by step:
menu "Plain block" to create a table border
[alt-down]*2 [alt-right]*3 to create two extra rows and columns
[up] to go to the middle row
Select "rows" table operation mode.
set height of cell to "2ln"
set vertical cell alignement to "center". It defaults to "baseline"
but this setting introduces some extra space when the specified height
is really small.
set right cell border width to "0"
That's it, for extra convenience you can:
to the row above the double line
(be sure to be in "rows" table operation mode)
select the menu "use row below as border" (in the "glue decoration
menus".
Well... ooops... do not that, my texmacs just segfaulted...

This bug has already been reported about ten times. It will be fixed in
the next release. You could have seen in by search the bug tracker
and/or patch manager on Savannah... well... actually you could not since
Savannah is down at the moment.
