I think this is an old known bug. The solution I use is to open a new buffer, and insert the picture there. I then copy the picture to the clipboard, go to the buffer I want the picture in, and paste it. It is not a nice solution but it works fine.
The issue is not all that well known. At least, I cannot reproduce it.

I experienced the same problem and I think it has something to do with pathes/path variables:
I can insert/link images of type jpeg/png ONLY if the TeXmacs document resides directly in my home directory. I can nonetheless insert/link images of type eps into my document in a subdirectory of home/me without any problem.
So maybe the transformation from jpeg/png is missing some information?

I have done some investigation into this problem (only with jpeg files) so here is a more accurate description of the issue.

When you start TeXmacs with the command texmacs (in a terminal) from your homedirectory, start a new document and begin to insert images, everything is fine, but if you the save this document in another directory (eg. ~/documents/) you can no longer insert (.jpg) images. The same applies when you open a saved document. The location of the images themselves does not seem to matter at all, only the location of the saved .tm file and the directory where TeXmacs is invoked from.

A quick workaround would be to navigate (cd ) to the directory where your files are and then start TeXmacs from there, if you are working with images (.jpg- files at least). It would be nice with a fix though (wink wink, nugde nugde :-)

I am running TeXmacs 1.0.3.3 on Mac OS X 10.3.3.
