Basically, if TeXmacs is seeing the .bib and .bst files, it will always interpret the same field the same way when it is writing a bibliography. So if it sees two @article entries, it should see all title fields as equal and treat them as such.

software trouble shooting rule number 1: If things are the same, they will be parsed the same.

In your situation, things are not being parsed equally, therefore, they are not equal. Since the .bst file is the parser and does not change, I would suspect that the issue is with your .bib file. That is, the reason that one thing formats as you want it to, and another does not, is that the two things are not the same in some way.

Find this difference, and you will find your problem. For example, I did not know that bibtex cannot handle unadulterated & signs in a title field. This caused me much frustration.

But this is really now a bibtex problem and not a TeXmacs issue.
