There's (currently) no way to convert TeXmacs documents to OpenOffice 
from inside TeXmacs (although
some attempts have been made in the past). TeX4ht is a quite good 
software, but perhaps it will need to be
tuned a little bit. Also, using HTML as a pivot language will probably 
led you to experience some loss of the
presentation of your document. There are also more specific 
alternatives, like latex2rtf, which are probably
easier (the .rtf format is a standard MS-Word format).
