I am member of this organization, but it is oriented to education,
as its name indicates. Of course, one might try to see whether the scope
of Ofset could be broadened (Hilaire Fernandez and founder is in the CC),
but that seems not completely trivial to me. In particular, we would have
to examine the "statuts" of Ofset. But maybe Hilaire has more ideas about
this.

Yes, I think that the main initial reason for creating such an association
is to make it easier to find non-academic funding for the development of
free scientific software. Constitutive projects of the association (starting
with TeXmacs) should have an easy control over the money donated to them
(and money earned in other ways: selling software, books, T-shirts, etc.).
