And you still have not answered the questions you were asked:
What version of TeXmacs?
What version of TeX and company?
Does bibtex work when called separately?
In which order TeX and TeXmacs were installed?
What happens if you remove your .TeXmacs/ directory and start TeXmacs?

Unfortunately, we have few people who know Windows. In Linux, things Just 
Work (or even if not, there are trivial ways to find out what happens). We 
really need some Windows expert in the TeXmacs community.
