Probably not. Rather, the usual cause of such problems
is often when one edits TeXmacs documents under
emacs, or another editor than TeXmacs (don't forget
that you can use Document->View->Edit source tree
to directly edit the markup under TeXmacs).

I've tried to figure out the meaning of this <block> tag but failed to find any explanation inside the documentation, especially in the document called "Built-in TeXmacs primitives"
Could you tell me more about this <block> tag ?

It is the kind of table you obtain via Insert->Table->Plain block. The block
is a table where one can see the borders of the cells, while the "tabular" is
a table where the borders of the cells are invisible (for obtaining this latter
one, do Insert->Table->Plain tabular).

Markup for a tabular of 1 row / 1 column containing "a" :
[[
<tabular|<tformat|<table|<row|<cell|a>>>>>
]]

Markup for a block of 1 row / 1 column containing "a" :
[[
<block|<tformat|<table|<row|<cell|a>>>>>
]]

Hope it helps, Henri
