What does

maxima --list-avail

say? maxima_detect uses the output of this command. In any case, it should 
be not difficult to understand what happens in maxima_detect. Just insert 
appropriate echo commands to many points in this script, and run.

Definitely, a locale problem with clisp (and clisp is rather old). Try to 
compile clisp with your locale. Or, better, use something faster, like 
sbcl. clisp runs the maxima testsuite more than 3 times longer than sbcl.
