I think it is a bug and comes down to the definition of big-figure, and has nothing to do with enum - no text wraps properly in a big-figure.
If you define this:
<assign|render-big-figure|<macro|type|name|fig|cap|<arg|fig>>>
Then wrapping occurs properly.
The normal definition is:

Wrapping does not occur inside tables (I can't make it happen anyway).
You might play with the normal definition till you get one that works.
Here is one that I came up with - it looks the same for me:
