Yes,
inside a scheme session in any document type the following:
(menu-bind texmacs-popup-menu
(link texmacs-alternative-popup-menu))
If this is what you want, then add the code to your my-init-texmacs.scm to have it run upon startup.

I use TeXmacs-1.99.2 on Gentoo Linux. Up to version 1.99.1 the
right mouse button on any place in a document use to open the main
menu with all its options. With 1.99.2 version only the Focus part of
the main menu is shown. I haven't found anything in the manual about
this. So my question is:
Can the whole main menu be obtained as in previous versions?
