Try using the TeXmacs plugin that is in your Reduce installation (under
generic/texmacs). The plugin that comes with TeXmacs works only with
the PSL version of Reduce.
And yes, you can use Phi. You type in "Phi" and TeXmacs will respond
with a greek Phi.
