Kostas, Thanks, but it didn't work. I put a copy of an strace file at: https://dl.dropboxusercontent.com/u/16128349/reduce/texmacs.lst There are accesses to /home/rrogers/.TeXmacs/plugins/reduce/progs/init-reduce.scm and it opens it, but I still can't access reduce. Let me know if I can provide any other info. If you think I am starting up wrong (which is reasonable), can you send a short script I can load or import that will avoid anything I might be doing without noticing it? If you have expectations about responses then you could write them out and I could email them.
