I solved it differently. Later when I'm at the keyboard I'll try to remember to look at it and find the patch I made. It's in my Github mirror of the TeXmacs sources.
I encountered the same problem with my arch. Then I found that glibc
does not install libiconv.so, and I installed libiconv in AUR which
provides libiconv.so and the problem was well solved.
