When I look at the source of the document with a text editor, I see \<paragraph\> there, and when I change the document font to Palatino, it shows up as a paragraphsign. But when the font is computer modern roman, the glyph that is actually displayed is a section mark. This is, of course, in freshest TeXmacs from svn. I don't want to use Palatino fonts. I think it's something to do with the cork->unicode or something, but I don't understand that all very well yet and don't have time to look into it right now.
