[TeXmacs] TEXMACS_HOME_PATH in Windows 10

Could anyone tell me how to setup the environment variable TEXMACS_HOME_PATH in Windows 10.

My TeXmacs 1.99.5 can't find "my-init-texmacs.scm" file. It can only find the init-texmacs.scm file. I tried to setup the environment variable through "Control Panel -> System and Security -> System -> Advanced system settings -> Environment Variables", and it didn't work.
